I just don't know how it works. Does the time on the ticket reflect the time of the infraction or the time that he wrote the citation?

Not necessarily unless he's trying to switch insurance companies. Most insurers don't re-run driving record reports that often on renewals, so odds are good that his current insurer won't find out about it unless OP tells them himself.

To me, it should always be the time of the infraction. This matters imo.

Your initial story, 'people flying by me' suggests he radarred someone else...then you switch to the time on the ticket...get yer story straight first. The initial story is better than the time one IMO.

One time my predetermined destination was a parking lot in which police happened to be pulling people into at a speed trap. I pulled in and parked in a parking space. I sat there for about 30 seconds looking at my phone when I hear a knock on my window. I look up and there’s a cop. He says, “I saw you duck in here. You trying to evade me?” I said no and he didn’t press that any further but still wrote me a ticket for going 55 in a 35 which I know I wasn’t going because I just pulled away from a red light 100 feet before my turn off and I coasted the whole time. I just paid the ticket because it was my word against his.

I don't know how Georgia works but in LA, I would go to court and ask that it be reduced to a non-moving violation and pay the fine to avoid insurance increase.
Maybe they offer driving school in lieu of a conviction.

See about requesting a copy of the dashcam footage and the log of the radio call where he ran your plate. If either one of those shows a time stamp after 4:15, use it as evidence. Show up to court regardless and hope they offer you a deal or the cop is a no show.

I called to the police departments records department to see if I could get more information on the stop and she just had the information on the stop and she just had the information on the ticket. I explained the situation to her and she said she thought I had a case for what it's worth.

Well he was standing in the middle of my lane so I would have had to run over him.
