Can someone figure out where this car comes from?

Found on imgur this morning. Someone jokingly commented that it was driven by this ref.

The red car on the right stops first when the car passes it. I bet the gif software removed a couple of important frames...

something is off about video...

In the beginning of the gif you can see a vehicle passing the car & truck in what appears to be another lane on the other side of the median. Maybe that's the car and it crossed the median

If you look at the stopped traffic, there is an empty lane and I think you can see headlights for a split second, indicating the guy just ran a red light. Puzzling thing is you'd think the car in front of the camera would have braked sooner than that, unless they weren't paying attention either.
