Can someone explain to me why La hasn't poked holes in the walls along I-12 in DS?

It's been 7 years since the concrete walls on I-12 created a dam and an incredibly dangerous rapid flow of water under the overpass that rescuers had to navigate boats through.

7 years.

DOTD couldn't poke holes through it? Leadership in Livingston Parish and Central? La Legislature? 7 years. It's embarrassing every time I drive by it.

If they poke holes in it could it affect something bigger structurally? I know we like to pile on DOTD, and in many cases they deserve it, but that’s the first question which should be asked

That would be an admission that their design was flawed opening them up to lawsuits.

It's a concrete wall.

Do you consider flooding and dangerous conditions to be worth having strong concrete walls? The walls are not load bearing. They are just for cars to bounce off of. The holes dont have to be big.

Damn, people. You guys are fricking pathetic.

Areas below that I12 wall flooded just as bad as areas above.

Don't blame the wall for the flooding when record amounts of rain came down.

Again, why are people here so retarded? It was 3ft deep of water on one side and dry on the other side. How is that okay?

If people from other states ever want to make fun of Louisiana, just show them photos of that dam they built and then point out that they still haven't fixed it 7 years later and are okay with it.

The sheer lack of imagination people have these days is amazing. Probably can't poke holes because they'd prefer to spend $10 billion and take 20 years to do something else.

I-12 at the Amite River had water almost to the top of the barriers on the norths side and it was a good 2 or 3 foot lower on the south side...

Because the wall is in the middle of a river flood plain that crested higher than ever could have been predicted.

Free flowing water wasn't considered when designing the wall.

The water under the bridge at Port Vincent sometimes has 1-2' of difference in flood events. If the flood water are like Allison or 2016. Breaking rules of what we have known.

People nearly drowned trying to get their boats under I-12 on range to rescue people because of that. Poking holes is hard. You'll probably support some $10 billion dollar 20 year plan that includes lots of studies instead. The Louisiana way.

Why spend any money on it?

Id say don't reinvent anything for a 1000 year event.

I have no idea about LA but many states follow FRE 407 which makes subsequent remedial measures inadmissible in most situations, though it can be used for impeachment. The public policy is to prevent the idea you have mentioned where entities feel hamstrung to fix defects that would potentially harm more people for fear of the remedial measures being used as an admission of a design or manufacturing flaw.

They had the same thing happen in Texas and they fixed it the next year.
