Can someone care to explain the meaning of the phrase “People of Color”

When this phrase is used, and always to differentiate white people from everyone else other than white, it makes me a little puzzled. Is white not a color, or do the “people of color” see white people as transparent, like maybe white people have cloaking abilities?
And while we’re at it, I don’t know that I’ve ever seen a true White person or Black person before, always shades of pink, red, tan, yellow, or brown. But Every single one of them were people of color.
What gives? Can we all just call human beings “People of Color”. Or perhaps just varying shades of colors?

There’s one poster with an AVI of a guy who is dark as night. Can’t remember who though. Like literally the color of charcoal.

I fricking abhor this term. It implies that "true" racism only goes one way and any other racism is lesser or different. It's doublespeak with a very clear intent to manipulate people.
