I graduated HS in 99. We used thats gay or you're gay in pretty much the same way we'd say something or someone sucked. It was derogatory but didn't really have anything to human sexuality. Same thing with calling one of our friends a fig

The person I know who says "that's so gay" or something similar the most, is actually gay. And he's not confused about it. He uses it in the derogatory sense, and isn't afraid to tell you. Why? Because he's secure in who he is.
