B) stole it from someone who legally owned one
If the claim that the FBI was watching him and believed he was a white supremacist we already had laws on the books to prevent this. Also, per his manifesto, he was very detailed in his planned tactics and who he thought would have a gun. If every adult in the store was carrying I'm positive he would have found a softer target.

Thats not what I'm saying at all. I'm talking about his so called manifesto, from what I've heard it contains a lot of buzzwords that seem rather convenient. But I'm just spitballing, I really don't know for sure
