If you put enough rounds close enough you can get through any body armor with just about anything more powerful than a BB gun.

Sure but that isn't what you said. You could put a trauma plate in a carrier that could prevent penetration of a .50 BMG and even though it spreads out the energy it would likely cause death from blunt force trauma at any reasonable range.

Fiddling with his body armor would have been the perfect time for a cop to take a head shot. He could have been going for another weapon.
