Pretty much every major police department in America has one of these. It's not news or a big deal. The BRPD is a shitshow for a number of reasons but this is standard police department stuff

Considering one of the requirements is that you must have three years on the force, this appears to be a hastily created position to pacify an LGBT officer who was complaining about something.
