That's the QD trailer hitch system by Ronco.

There's more than one problem in that picture.
Ai sucks.
Hitch latch doesn't have a pin.
Tow chain hooked to hitch pin.
Second tow chain is invisible
When wore was replaced they threaded it through the chain for some reason. Wire leading into trailer hitch ball?
The tube for the draw hitch is apparently glued on.
If that were a real drop hitch it would be rated for off-road use only.
The ball hasn't been lubed in a very long time.

I once had two of those with ice in the trunk of my 69 Ford Galaxy 500. We had a "campout" at Kentucky Lake back in the 70's. No internet, just word of mouth. We must of had 100 people there, a lot of which we never knew. I remember one old local codger about 75 looking out over the lake and telling yarns about the road he used to walk to school on under the water back before TVA flooded the reservoir.
