Only way I drive on the interstate with high beams on is if there are few to no cars on the road and it's pitch dark.

honestly, this is way more of an issue than frickers driving with their brights on.
nothing makes me wish I had rocket launchers on my truck more than lifted trucks/stock headlight alighnment
