Yes, no and maybe.
Black tie optional does not mean a nice suit. I have several, lets just say nice, suits that are either Glen plaids or window pane fabric and none of them would be acceptable for black tie optional. Again, black tie optional has a more specific meaning than many people think. When attending a formal function in an official capacity Whites or Blues are expected beyond that it is simply try hard and skirts the intent of the dress "code".
I will again say that dress codes for non 1%er weddings are kinda silly in this day and age.

Well it’s just a bullshite excuse. What if some broke college kid showed up in slacks and golf shirt cause he spent all his money on beer the previous semester? We’d all laugh at the dumbass. But somehow our military gets special treatment.

Don’t wear your blues to a civilian black tie event unless you’re the focus of the event: that is, unless you’re the groom - or part of a wedding party where the groom is also wearing his blues - or you’re receiving an honor or award, it is tacky to wear them.

I think it’s more like “I’m not even thinking of the bride and groom and I’m just thinking of myself so what should I wear” that person is an a-hole and trashy. I don’t care if they work for our fricking corrupt government
