Boom! I’ve learned that Bishop Duca was out of town when these guidelines came through. Sounds like someone tried to pass something unnoticed while the boss was away.

The letter was a bit of a cop out. It was always just “guidelines” .

I find that hard to believe. I mean he may be out of town but as the religious leader of this area, I’m supposed to believe he had NO CLUE this policy was getting written? The Vicar signed the policy and isn’t he the number 2 guy in charge? You mean to tell me that dude didn’t let his boss know this was going to happen? I find that hard to believe.
