If there was inside help it would be hard to prove, but it could be that Heck knowingly voted to sell the properties even though it went for far less than what he knew it was worth.

That is what Pupera is supposedly looking at.

But I'm no lawyer, common sense tells me at best Radu is an opportunist and Heck acted unethically.

Radu and Ryan are very close. They either family or very close friends. I don't know for sure the relationship, but I have seen them together at (Romanian) family gatherings.

I cannot see that anything illegal was done. The auctions were publicly listed in Advocate, just a stupid way to sell land. A lot of land in that neighborhood (large lots with multiple acres) has under sold for what it's true worth is. Inniswold Estates is like a piece of country in the middle of the city that is fast disappearing and being cut up into smaller neighborhoods by developers building on the large lots. Some of the small neighborhoods built on the large lots are very quality gated developments. Some of the folks in that neighborhood lived there all their life and do not realize how valuable their large lot is truly worth. Many of the lots are worth more than the house that sits on the lot.
