this law is abused by prosecutors, often for political or personal reasons
basically it's people using the criminal justice system to act as a collection agent b/c they don't want to sue the alleged villain in civil court. this is one of the few contracts where a dispute over interpretation can lead to CRIMINAL charges
it's just nanny state, big government, political BS usually

someone on 104.5 around 6:15 PM, might of been on Sports Monday back in october, went on a long arse rant about some shady contractor ripping people off . I wonder if he was referencing this guy.

Why do so many developers end up like this?
Paying for one job with the money from the next one seems really stupid. I'm a nobody with nothin' and I've got a line of credit with a local bank.

there are a couple businesses where you can really go on a heater and make a ton of money and just cut corners and think it will never end and end up in a huge bind. i was about to list off a bunch and just realized that a lot of these jobs are based around real estate b/c of the volatility of the markets.

Nope he didn't. Went as far as to verbally and threaten to physically assault my over 60 yr old parents. May this guy rot.

did he do the job until the money ran out?
the article describes this as a contractual issue where he was allowed more leeway in change orders and would use this to max out the insurance money and then when there was no money left to pay him, he stopped working. while slimey and possibly fraudulent, that is a contractual issue and not a criminal issue
