BR: 13 year old girl raped by teen, HIV positive

I'm not a parent, but that sounds like my worst nightmare if I were.

The Baton Rouge Police Department reported Justin Posey, 17, turned himself in Tuesday night.
According to the East Baton Rouge Parish Prison, Posey was booked on charges of first-degree rape, indecent behavior with a juvenile and armed robbery. No bond is set.
According to the arrest warrant, the 13-year-old girl was taken to a hospital in Lafayette on October 27 because she was having suicidal thoughts.
After the blood test returned positive for HIV, she reportedly told police Posey had raped her while she was at a relative's house in Baton Rouge.
I'm not a parent, but that sounds like my worst nightmare if I were.

I know a Lady that's a Therapist at the Juvenal Detention in N.E. AL.
They Test everyone sent there.It's staggering the amount of HIV and multiple STD's that these teens have contracted before they're 18.

If he raped her (and I'll believe her) and she went to the hospital for treatment (which is a good idea), wouldn't she tell the people at the hospital she was raped who would then contact law enforcement? I'm not being a dick, just curious why reporting the rape didn't happen immediately.
Granted the story is a little weak on specifics like the whole timeline.
