Same concept but a sliding outlet for cable TV hookups would be nice too. No more arranging your living room based on where the cable outlet is already installed. This would really only apply for renters moving into a place that's already been lived in, but still a sweet idea nonetheless.

Has to be pattented already. Too easy to mock up.
Get a track lighting set and build an outlet to work with the track.
The problem would be that in the track would be a constant live 115v. So I guess you would need to set it up to be gfi/afi so that way when you make contact with it it provides a path to ground and shuts it down. But then many items use resistance values that can trip gfis so you could be limited with what you could use with it.
Current track lighting doesn't have this issue as much as it's out of reach.
This would be easy to make, but really hard to get UL certified.
