Yes. Rumors are fair game now. He had sizable wad of cash on him and was shot first. Someone in the vehicle Likely shot him and panicked and quickly torched the truck, leaving the cash. The police department is almost about 300 feet away. This is shady as hell and he may not have been pure and all, but he didn't deserve to get murdered for buying drugs(if that's what he was doing).
My own theory is that he bought regularly from someone there. He upped the buy significantly and it was opportunity to jack him(take his money and tell him gtfo). He likely had his own weapon in the truck and was shot reaching for it.

yeah, if it was the middle of the night, burning the truck in that lot wouldn't be as risky. But, as close as the parking lot is to the hwy, doing that in the evening could have easily been seen by somebody passing by, and like you said the Police Dept is right down the street.

That's so sad for the family.
