By saying the dead guy never moved, I am saying that he did not advance one iota toward the cop. In the physical distance between the two, the cop was in total charge, and made every decision aboot the distance between the two of them. If the cop was so scared of the guy that he had to kill him, he should have not gotten that close, or now that he was that close, he should have backed the frick up, instead of administering a head shot, in a situation he did not understand.
Now, do you understand?
