You also don't see many homeless people driving, but I lost count of the times I've seen/smelled people smoking weed and driving. It's not just the homeless, not by a long shot. I've smelled it in multiple cities in areas where no homeless are around, and have witness normal everyday folks smoking it.

Are you for or against legalization, cause that matters on levels of cares. If you are for it then live with what you want. If against it, then call the cops if not legal in your area.

I couldn’t imagine having a small child and having to deal with this. It would enrage me to have my kid exposed to this all the time.

Haven't read all 7 pages, but have you read through your lease? Most places don't allow smoking indoors. I know my old place had a clause that said they could evict if there was proof of illegal activity (drugs) and I know they did it at least once to a neighbor. I wasn't the rat, because I'm not a bitch like you, but I'm sure there's something in the lease. If not, grow a pair, light some candles and get over it.

I call bullshite.. weed smell doesn't linger for long periods, especially on clothing. Blunts can linger a little longer, due to the tobacco wrap.

You may be able to create positive pressure conditions in your apartment. Im thinking your neighbor opens a window, puffs his doobies, and any wind gust into his apartment creates pressure, forcing it through openings in the wallboard.
It’s not likely actually coming through the walls themselves. It is likely coming through gaps in the walls, or the ceiling. Vents, light fixtures, electrical outlets, breaker box, smoke alarm, plumbing, cable connection, etc.
The walls probably aren’t insulated so it could travel down inside the walls and then finds a gap in the wall.
You might be able to detect a draft (air movement) if hold a candle near the above locations and watch to see if the flame starts dancing around. Don’t start a fire though. Could probably use smoke from incense or something. Doing this on a windy day may produce better results.
That would locate a possible entry point for the smoke smell. Sealing it off may be simple or impossible or anywhere in between.

My cousin in Houston was told to stop smoking or move from his apartment. Neighbors complained of weed smell.
