Is weed legal in TX? Do your neighbors have a medical card? If not, your landlord should take care of this with the neighbor. At the very least they should pay for any expense incurred to make your apartment habitable. If your lease isn't clear on how to notify and do this, and you don't have a clear understanding of TX URLTA statute, you need to consult a local landlord-tenant lawyer to do it properly. Unfortunately, you can’t always just do it on your own and demand reimbursement, even after what should be clear notice of a violation.
If the landlord says they won't abate the nuisance caused by the neighbor's illegal behavior, you are probably legally justified to break the lease. Look at the language of your contract to see if they are responsible for your costs in doing so. Probably not, because their lawyer wrote it, but I would still make the demand if I were you--especially if you can argue it is because of the neighbor breaking TX law and the landlord refusing to address it.
I love the smell of weed (fresh or burnt), but I wouldn't want it in my professional clothes and wouldn't want my kids thinking that is a normal smell.

An Ozone Generator will kill the smell but you cannot be in the same room as the machine while it is on or soon after. Nor can pets or plants. Obviously, the smell would keep coming back until the kind neighbors stop.

In NYC, mostly Manhattan, recently and the smell of weed in the air was pretty much a constant all hours of the day. Only saw one person actually smoking it though.

It's gone beyond that now. It is far mor common now that it was 10 years ago, even though the homeless problem is the same as it was then

You might find other "normal" citizens smoking somewhat discreetly more often now in a public park or something, secluding themselves as appropriate, but they're not just blazing on the sidewalk or walking down the street with a fiery blunt like the homeless folks blowing clouds in your face as you stroll down the Miracle Mile at 7 am on Sunday morning.

You also don't see many homeless people driving, but I lost count of the times I've seen/smelled people smoking weed and driving. It's not just the homeless, not by a long shot. I've smelled it in multiple cities in areas where no homeless are around, and have witness normal everyday folks smoking it.
