The New Orleans economy was decimated by the oil bust in the early 1980s. Houston was able to handle it better because their economy was more diversified. When the oil industry rebounded, it just became easier to consolidate in Houston because that was where so many folks in the oil industry already were. New Orleans cast its lot with tourism, and began to ignore economic sectors like the Port.

Also, Higgins Industries, or one of its subsidiaries, had a plant at Michoud during WWII.

It's amazing that he still doesn't know when to shut the frick up. It's as New Orleans as it gets to spend even a dollar of public funds to remove statues when we can't fix the streets or properly staff a full police department

New Orleans use to be a great city.
Even Pontchtrain Beach was a real nice place to go.
The state politicians and local politicians especially moon, his father ran off oil companies to Houston. Mfg left to go elsewhere where they could compete.
All that is left in the city is housing projects which at one time were decent places. Now it is full of crime and lawlessness.
We my parents lived in the East train ( NO East) it was a nice area and the apartments just came up off Bullard. My parents transferred to California after the oil bust. Those apartments went downhill after that in "the Easssst train". You got to say it like Soul train but it's the "Eaaassst train" chugging along with distinction that even out ranking Florida.
I talked to one mfg that has two mfg plants in Mississippi. They looked at Louisiana at the end of the day chose Arizona. They said Louisiana is the worst state to do business as far as politics, taxes, and quality of life to attract upper mgmt. You can find the population due to they need anywhere from 1200 permanent to 1600 seasonal workers avg pay $25 to $30 hr. You just cannot find enough educated workers that will not steal from you and will show up sober consistently in New Orleans.
Let's see when did all this start to fall apart. Seems like the same time his father came into office! We should look at tearing down the statue of his father who helped the city go into decay.

Houston real estate was decimated in the oil bust.
When things began to rebound our real estate prices were dirt cheap. It allowed businesses of all types to relocate here cheaply. Couple that with a smart workforce(rice university/Texas a and m/Texas graduates) and a state/city government that is focused on attracting businesses, it was obvious that the state of Texas would be business freindly.
New Orleans has a real estate problem, a workforce problem, reputation problem, crime problem, state/city government problem.
