I've been to plenty of places in North and West Bham that make East Lake look like Vestavia Hills. People are actually trying to improve that area, which is demonized as "gentrification" of course.
What is absolutely insane, but I guess actually isn't that surprising, is that this happened 11 days ago and this is the first I've heard of it. There is literally 1(ONE) news article about it-the one OP posted.
Like someone said, if the races were reversed, Birmingham would be fricking burning right now

Is that any type of crime? If someone is in need of help and it is a potential life or death situation, if someone refuses to help that person, for whatever reason, they should be punished by the law in some way.
