I grew up close to Minneapolis, it's a great place to live/raise a family, but the amount of snow that gets dumped on you sucks something fierce. Most places measure in inches, they pretty much measure in feet.

For a couple years, Portland.

To potentially settle, Atlanta if I were east coast/southern inclined. Minneapolis if you can handle the weather and prefer the northern/midwestern culture.

Without knowing much about him, can't give much of a recommendation. Bar none, the best option is Portland. Portland or Minneapolis would seem to be the best choices, but he may not be an outdoors person.

Even if he were not an outdoors person those would be his best two options.
