World Market is pretty much the cheapest place you can get "good looking" furniture. And the selection is limited.

Walmart and Target online. Otherwise, spend the cash. You get what you pay for. I like West Elm, Crate and Barrel, Room & Board. Compare those places with your discount stores and you won't think it is expensive anymore.

The best place to buy good furniture at a cheap price is a flea market - you may want to look around at different ones as they vary. One problem is you have to keep checking back as it isn't a retail store. So they don't have consistent stock. But you can get much better deals through them.
You can also check Estate Sales. You will need to get there early and they are picked through by people doing the same thing or by Flea Market sellers.
