Why is this? I’ve heard this before, but I wonder about it. Is there a physical reason that a strengthening 120 mph storm would be worse than an 120 mph storm once it hits land? Is there some type of storm inertia that makes a strengthening storm shed intensity slower over land than a weakening one, or is this just an old wife’s tale?

You never know. You might get a squal that comes ashore and Doppler radar estimate wind over 74 MPH.
On top of that they may not even know about till after the storm passes.
Hurricane Cindy in 2005 was like that. They kept saying she was a tropical storm, but after analyzing the data again. They found a single squal to give it a Hurricane Classification after the season was over.
