There may be an older complex on the backside of that street come to think of it but the surrounding neighborhoods are anything but declining.

That is Jefferson Terrace area. Not declining at all.
That apartment complex is a major shite hole that just doesn't belong there.
A few years ago a lot on Oakline was up for sale that I would have bought if it didn't back up to that apartment complex. I knew I would have to put up a major fence to keep the scum out.
