Numbers in SE Michigan, ie, Detroit, were being doctored 30 years ago.
like someone else said, this shows that state policies have a pretty big influence. far more significant that I would have assumed.

Yeah, I’ve always mentally grouped Michigan, Wisconsin, and Minnesota as very similar states and looking at that map is rough for Michigan
