you cannot say this with any level of certainty. What if its the criminal who is surprised? What if he gets greased in the assault? Thugs doing thug shite cause no one can defend themselves. Give the defensless guns and I'll wager you the thugs stop thugging.

I did some research a while back on countries with low crime rate that ban guns. The thing that i found that all of those countries had in common was 2 things. Very very strict sentencing for crimes. See China and what was going to happen to those basketball players in China when they got caught stealing. (Those boys were gonna learn today) had it not been for intervention at the last minute. So that and horrid living conditions in prisons. Those two things along add to the low crime in those countries, not banning guns imo.
