With all of these legal twists and turns it certainly (allegedly) appears as if all of these people are merely puppets for someone high up in the judicial system. Will be interesting to see for what motive though.

They're not puppets at all. This is one giant intimidation tactic. She's flexing nuts and showing how powerful she is in the area. This is designed to let people know what happens when you call her out on her greed and corruption.

She's not pulling some nuanced stroke of a pen. Her partner in crime, Dorothy Jackson, is likely helping her with all this. The complicit judges are allowing it to happen, not facilitating it. This is the exact reason the Plummer family went to the press rather than the court system and that's because they knew their case would get nowhere without pressure from the press. It was a smart move.

Yep. The governor's office gave her a reprieve by choosing not to pursue what they themselves called "conflicts of interest" yet she decided to go all out in trying to destroy these people. She's a power-drunk moron.

She's a power-drunk moron, for a reason.
There's a reason so many of these judges (particularly black judges) were hand-picked for these seats in the 19th JDC and in City Court. I've heard that Tasha's mother has a very strong machine in the EBR judiciary politics, and I wouldn't be surprised if her machine helped Tarvald Smith win his City Court seat.
If you want to know why the governor's office has done nothing, research the name of one of his advisors that always has his hands in local BR politics.
