Is it at&t or is it iPhone? My galaxy has had no issues on at&t, but my wife's, a couple friends', and one of my buyer's iPhones all had issues.

LTE network must be down. I rebooted and it still didn't work, turned off LTE and I can make calls again.

Switch to a different network band. Go to Settings > Cellular > Cellular Data Options > Enable LTE and turn off Enable LTE, 4G, or 3G (this option will depend on your carrier and device model).
Edit: for iPhone

You’re phone should be able to complete a circuit switch fallback (LTE to 3G).

It could be the backhaul that is down which is causing no ip traffic hence no LTE.

Just had some issues.

Put your phone on airport mode for about 20 seconds. That seems to solve it.

It’s happening in many different places.

Wilma said to switch to airplane mode then switch back and it works again.
