How do some of you not understand the difference between rubbing sunscreen on a daughter normally (shoulders, back, etc) and rubbing sunscreen in on a high school aged daughters thighs and front side?

About 12 years ago, when I moved into my first home, I had a pretty weird neighbor name Paul. He and his wife had 3 young kids, all under 8. He just struck me as a pervert for some reason but thought maybe I was just over reacting to certain things he said.
My first summer there, I noticed they always had a new girl spending the night. After a week or so, Paul told me she was his wife's 13 year old niece. Watching him interact with her made me wonder. He would walk from the yard to the door with his hand down just above her arse and stuff like that.
One night, about 1am, I see blue lights flashing and peek out my bedroom window and see him being escorted in cuffs to a police car in his driveway. His wife was very visibly upset and standing on their porch as he was hauled off. I walked out and asked if she and her kids needed anything and were okay. She told me that her nieces parents found several sex toys in her bedroom and spilled the beans that uncle Paul had given them to her and that they were having sex on the regular. Never saw Paul again.
