Call your local councilman and then just start emailing keenan.glover@la.gov with the state.
I just had issues with another neighborhood treatment plant making extremely loud noises 24/7 and the company refused to update the equipment and after I contacted them it was fixed.

You mean EAST Ascension. The west bank has had one for 50 years or so.

How do you report someone for releasing untreated sewer effluent into a ditch in Ascension? Neighbors' modad system drains out foul smelling water 24/7 into the ditch. Given the general look of the home, I doubt the aerator pump is working and I'm certain there isn't any chlorine being added. Tired of the sulfur smell.
Report it to your parish sanitarian/ LDH.

There are folks with money buying these small treatment plants up because if you can keep them running, they're a pretty good money printer. Usually don't need more than two 5hp submersible pumps and a panel with a basic controller on it that costs less than a thousand dollars. As long as you keep the panties and tampons and wet wipes out of it you don't have to mess with it very often. Maybe once a year if everything is going right.
