I agree, I read he was off duty and made it on scene at the end. You can see over a dozen in the hall in that pic. It was probably taken after the murderer was killed.
Nothing in my head tells me a father would not take action in that situation.

All those cops with heavy gear, yet it still took them over an hour to engage the shooter.

The only thing I can figure is that the chief or whoever was in charge made the decision, and threatened anyone who disobeyed orders would be immediately fired.

My only issue is, there comes a point when your job no longer matters. I don't have it all together. I'm far from rich. My savings account is absolutely crap, and I would struggle like hell if I suddenly got laid off from my job. But even then, I would gladly lose my job in order to protect innocent kids. If it was my own child, I would kill other people in order to protect them.

Was the "Off duty Border Patrol agent who had a bullet scrape his scalp took him down" true? Or was that just an early fake story?

At some point the failures stack up so high that you have to come to the conclusion that the powers that be wanted it to happen.

That doesn't really mean anything in this instance since we know for a fact that there were at least 19 officers in that hallway while the gunman was still firing, and presumably killing people.
