This is a problem.
First of all, who gives approval after 2 minutes of low speed hazard light action on the interstate?
Secondly, the "just following orders" thing is a crutch. You have tons of latitude.

I’ve seen episodes of cop shows where people just stop in construction zones similar to this after seeing the blue lights come on….then the cops berate them for stopping in an unsafe location.
