Think about it this way... dude pays off a guard and slips out a letter to his cousin up in Tennessee. Ol' boy comes down with a female blue tick and they pen her up just south of the gate. Then for the next month (presumably) the convict takes the male dog down there and lets them become friends. When she finally goes in heat he makes his break for it. This is like a minimum 6 week deal. That's six extra weeks of sweet prison booty love. Could be much longer since dogs only go into heat twice a year.
Realistically, the better plan would be to get out a letter about getting picked up on the night of your run. Run with the dog, because you know it's with you. Turning him loose and hoping he runs to the female was a 50/50 roll of the dice at best.
