In South LA it's more rare to encounter someone that has tact. Your run of the mill coonass is oblivious to it.

No filter and believe it's completely justifiable
Yep. The person I know is a town councilmember in my hometown and uses Facebook as her medium to air out dirty laundry and call out other town officials by name when they disagree with her "agenda." Some of her posts have caused serious conflict at town hall, but she doesn't care.

Yep. Often embarrassing.

Grew up with a guy who said WHATEVER the frick is on his mind. The lack of filter on this guy is almost cartoonish.
Now he's a Catholic priest.

One of my coonass friends used do brag about how his wife would cuss-out a service employee at the drop of a hat for seemingly minor things. He seriously thought this was an admirable trait and an acceptable conflict resolution tactic.

It's called "keepin(g) it real" and it's a noble trait.
Actually, it's called being totally self absorbed and thoughtless and is noble to only those "keepin it real".
But, FTR

You can tell it like it is and still be tactful but I have had instances where I had no filter when I was pissed off, plus depending on who you are dealing with, there are different ways to get your point across. I will say the same basic things whether dealing with millwrights or upper management, just my approach and delivery may be different.

Have you ever met anyone from Kaplan?

The op has perfectly summarized the most annoying people in my life.

Assuming that you're serious, do you ever feel like you should tone it down?
Wife tells me I need to, has been for about 40 years. Still ignoring that advice.
Nobody ever has to question where I stand with them, all they have to do is ask, they know good, bad or ugly they'll get the truth.

Ahh yes, the close cousin to "I can be a bitch" (female) and I'm an a-hole" (male). All three are insufferable, always boring and should be avoided.

Me when I was younger than 25.
I firebombed a couple of bridges that grown up me wishes I hadn't.
Very regrettable and immature.

They also believe that they are better and stronger people than others because they are so brutally honest. However, I realized that these types are very thin-skinned. They can dish it, but can't take any criticism that comes towards them.
Absolutely. The more "brutally honest" they are, the more sensitive. I have a family member like that (but they are getting better). Hyper-critical and hyper-sensitive go together.

Tact is being able to speak your mind and get your point across respectfully.
For example, I'm in the military, I wouldn't go up to a much higher enlisted guy or an officer and be like "this is fricking bullshite, First Sergeant/Sir." Even though everybody and their mom knows whatever it is that I would be bitching about is bullshite. I'd go up and say "Good morning/afternoon/evening, whoever you are that is much higher ranked than me, the training we're doing right now in a lot of the guys' minds isn't utilizing our capabilities in the best possible way. If I may, whoever you are that is much higher ranked than me, maybe we could do 'x' to possibly get better training out of the guys."
Or if I'm on a mortar range and our RSO/OIC tells us to do something that wouldn't be correct or SOP with the mortars, I'm not gonna say "That's a stupid idea." I'd say "Whoever you are, with the system capabilities we have with the 60mm mortars, the best approach would be to do 'x'"
Awe, who am I kidding? I'm an E-3 in a USMC infantry platoon, I don't talk to anybody above Sergeant if I don't have to.
