It's one of those things that when you're close enough to the system to observe the corruption, it's probably not in your best interest to say anything because the person you'd complain to is probably waist deep themselves.
i worked in technology for school districts in the past and now sell network security to them and government entities almost exclusively.
i'm not going to pretend that my job doesn't pay well or "i just do it for the kids." i enjoy what i do, it pays well, and i don't think i'd do it to make some big company money. i like that what i do helps secure schools' networks against hacking and giving reports on google searches for self harm to SROs and counselors.
all of that being said, schools from Jefferson Parish to LaFourche all have an inherent amount of corruption. sometimes it's altruistic to be honest. They're trying to get the best deal they can. Sometimes it benefits the schools/city/parish. Sometimes it benefits them personally.
i've won deals due to sleazy dealings on the part of schools that wanted my product/services and i've lost deals due to sleazy dealings of tiny cities in Texas.
the amount of quid pro quo that goes on every single day in every level of government shouldn't be a surprise to any of us.

And don't forget that local governments have elected officials calling the shots. I've seen good, smart employees get over-ruled by moronic hayseed elected officials time and again.
