Are All Local Governments Corrupt To Some Degree?

Let's start with Louisiana. Are all local governments in Louisiana corrupt to some degree?
What about across the country?
When I say local, I am referring to parish/county on down.
Or is it a lack of resources that do not allow them to do their job more accurately?

If all the people bitching about Trump or the Dems or both took a look at what was going on in their local city/town/parish/county, there would be pitchforks and torches.
I grew up in a town of 200 that recently had the feds get involved in a scheme to defraud its citizens.

I used to work in public accounting and audited several small towns and municipalities. Most of them in my experience went out of their way to do the right thing. Were they perfect? Far from it, but I saw little evidence of widespread corruption in the half dozen or so places I went to.
That said, in most of those places I was only there for a week and mostly looking at stuff they gave to me to view. So it's possible we missed a bunch.

You hit it spot on.
It all starts locally and people can have a bigger impact in local government, yet a lot of these local officials operate as if they are untouchable. And there are some who are because the people allow them to be..
Which I don't get (why people don't pay more attention to local government). These are the people who are in control of your school system, criminal system, etc, etc, etc. etc.

Governments, like all human institutions, are made up of human beings. Corrupt, fallible, sin-machines. So yes, all local gov'ts, all national gov'ts, all corporations and all unions, all schools and all branches of the miltary, are "corrupt to some degree". They always have been and they always will be, until they start making perfect human beings.

Not just governments, but there is corruption in nearly all situations where there is some sort of management system where there is hierarchy. From your local school system starting in the actual schools, filtering up to the central office and through the school board...to your local town/city government...to your parish/county officials...to all branches of state government...to all branches of federal government.
It's one of those things that when you're close enough to the system to observe the corruption, it's probably not in your best interest to say anything because the person you'd complain to is probably waist deep themselves.

I am 100% convinced that no human can have a good amount of power without becoming corrupt. Maybe its because i'm from Louisiana. I wish someone could convince me otherwise...

Is it really that stupid? In The Spleen's experience the local governments he worked with.. He said went out of their way to not be corrupt.
And I am not talking about corruption in terms of human error or people doing things that they were not aware it corrupt the system.
I am talking about a government in which people get in a position in which they have intentions out of the gate to operate in a corrupt manner. They run for a position with the intentions to not do the right things.
