anyone know how the parish gets declared a disaster area? Doesn't parish leadership have to request or declare it first?

Saw him at one of the very first press conferences that the parish had. He spoke for about 30 seconds and then Jeff Wiley took over. I can't believe how little of the Parish President we have seen. Scandal or not - leadership is needed with all of the rumors flying around. I am glad that the parish is issuing statements, don't get me wrong. Maybe he is leading the effort behind closed doors but I doubt it.

He was out at Lamar yesterday lighting into a Red Cross higher up. From what I understand it was related to the issue of how much it appears that relief efforts were slowed down once they showed up.
I would imagine that Red Cross isn't actually hampering relief efforts but who knows. He was out there though.

My parents were there and this was absolutely the case. The Red Cross moved everyone from the overflow room which had showers and bathrooms into the main building which was clogged with cots.
They then tried to feed everyone in that room, but people couldn't move around because of all of the cots.
The food quality went way downhill when the Red Cross showed up, and they started turning away locals who were bringing fresh food. My parents couldn't wait to get out of there once those Red Cross people took over. Kenny's in the right on that one.
