The whole point of the post is figuring out if I need to go through HOA or not. That's part of the problem. They appear to collect dues but provide no service. The only thing I paid them was wrapped up in closing months ago. I was given no contact info for the HOA. No HOA guidelines. Nothing. I only know they exist.
Also, a lot of people are saying I should've found out before buying the house. We had to put an offer in the day we saw the house. Their were competing offers. Almost no HOA guidelines would've been a deal-breaker. I just want a place to put my stuff and have my garage clear to park in.

maybe yes maybe no. Pretty much all of the nicest custom home neighborhoods have HOA's as well.

Municipality can only get involved if there's a code violation (grass not being cut, damage to exterior of house that isnt being repaired, fence leaning/falling over, etc) or if work that requires a permit was done without owner getting building permit first.
But if your neighbor wants to do this to their house, municipality isn't going to do anything, but HOA can prohibit such exterior paint schemes or chain link fence

right, the high end HOA neighborhoods are not so cookie cutter
but the majority don't live in these neighborhoods

This is the major problem with my HOA. It says that residence are not allowed to park in the street but on my road there are about 15 cars parked on the street by residence, not guests. We called out HOA about this and they said there is nothing they could do since the streets were owned by the county I live in.
We live in a starter home neighbor hood (180-200k new build) in an Atlanta suburb. Each house has a two car garage and enough space in the driveway for another 2 cars.
When driving down my road and peoples garage doors are up all that is in them is just a ton of shite they couldn't fit in their house or their garage is completely empty but they still park in the street.
Its also a pretty big safety hazard since they are still building houses on my street and when cars are parked on the street you can't see other cars coming around the corner.
Our lawn care is also a sham. They cut way too fast and cause a ton of bald spots in everyone's yard. The HOA also won't do anything about this even though multiple residence have complained. Its so bad I'd rather buy a mower and do my yard myself, if only I could get out of paying the lawn care portion of the HOA.
TL;DR: Our HOA is shite and they don't enforce a damn thing.

Just get one of those Rubbermaid sheds from Lowes that are only 6' tall so anyone passing down the street won't see it over the fence. Worst case is if the HOA gives you shite about it, at least its easy to move it to the garage or sell it.

Good luck on your mission.
You chose the subdivision because it was nice. Now you have to decide if you're going to do your part.
Just because you didn't get a copy of the restrictions doesn't relieve you of the responsibility. Your HOA is made of volunteers that are Trying to help you and your neighbors. It's not a fun job.
You might Try to work with them... and then if they're unreasonable, take your own steps

Our HOA annual fee is $480 and that's set to go up next year.
I've never heard of an HOA with an annual fee as low as your neighborhood's fee.

If they made you pay in closing, you need to go through your closing documents.

Hey Dam, you and I have exchanged post on TD before. I remember you. And as creepy as it sounds I thought about the guy your avitar over the weekend, because I was literally at the Hoover Dam. Man that place is huge. We did a work retreat in Vegas and made the trip to the dam on Saturday. Good times.

If it is going to be a workshop (and thus larger), I can't imagine that is too aesthetically pleasing.

Well I don't have much room on property so I guess size is limiting. Then again, without bylaws I don't know how much room I have. I hate my fence that came with the house so if I have to knock that down I will and push the shed out to the property lines. At least the one thing I have on my side is the previous owner had the land surveyed so I know precisely where the property does end and thus can observe any easement restrictions.
