You mean penalized?
Problem is I dont think there's any quick way to know how much thc is in a person's system like you can test for alcohol in a person's system. Thc creates the psychoactive effects found in marijuana.

Safer as in you can't get addicted, it doesn't tear apart families, no one is beating their wife while on it, etc. You are naive if you think alcohol is a safer drug than weed. There are soooo many medicinal uses for marijuana also.

When I was young and dumb in college I smoked it. And I can tell you that I couldn't drive worth a damn when I was high, and most people can't either.
Add to that the fact that most people are not just going to take a few tokes and then go on their merry way. No, they'll have a beer or two with it and get behind the wheel of a car and then all bets are off.
Every person I ever knew who smoked weed also drank while smoking it. That isn't going to magically disappear if weed is legalized.

or it can allow someone to be productive by eliminating their anxiety without having to use health insurance to get some pharmaceuticals.

I don’t believe that.
If someone has anxiety, it probably came from avoiding reality from taking drugs. Now they can’t handle the shite everybody has to deal with.
