$200 budget won't get you anything better than a child's toy as far as drones go.
DJI makes some good drones.
Does your step dad have a GoPro camera? GoPro makes a drone called Karma that the regular GoPro camera attaches to. If you already have the camera, you can get the drone by itself for about $500. Or you can buy the drone packaged with a GoPro camera for about $750-800.

they'll probably just use it to take pictures of their property, like of their pond and what not; what about drones that come with a camera, but not a go pro?

All I know is my oldest son wanted one for Christmas. Nothing else but a drone. His brother got a hover board. The drone was used about a week and they still ride the hover board. It was cool with the phone attachment for video though.

I'd suggest a cheapo to learn basics of flight on comes w/ junk 2MP cam for <100.
Then a DJI product if he's into it b/c you gotta setup user acct, pay faa $5 to register and learn proper pilot in command procedures. Unless you want your $400 dji spark gift IN the pond.
