I feel like we need to start keeping our old cell phones to throw at these type of people on the road.

I just move away from them as quickly as possible. A phone-driver is worse than a drunk.
Pre-smartphone... I'll never forget hitting the 110-10 merge in Baton Rouge and seeing a lady driving while reading a book. She had that bastard on the steering wheel.
