For Detroits it's the fuel rack under the valve cover(s). If the engine has been sitting for a while the rack has to be checked to make sure it moves freely, pair of vicegrips to yank it over to shut off the fuel if it tries to run away. Wasn't a blow-by issue.

Depending on the fuel source it might over speed during the run away which would automatically trip it. Like if you had a gas release near an engine. But if it was internal, like oil blow by it probably wouldn’t add enough fuel to hit the over speed rpm, so then you use the manual trip on it to choke the engine.

Dumb question so shut down the fuel immediately and oil blow by can still continue to cause it?
Could you fog the cylinders with halon and choke?
