The police can't take immediate action, correct. But they can have it on record; in case this lady's OCD, drives her to violence or worse. I would tell the officer that hubbabubba's wife is a Saint and it is worrisome that if a blade of grass blows towards her property next, what the loon lady may do.

You should probably also launch some dog turds into her pool at night. Collect from someone else's dog that either has much bigger or smaller turds than yours, for deniability.
Now this is an idea. Put a baby ruth candy bar in her pool. Start out with maybe one. They look just like turds. She will be so busy freaking out she will leave you alone. Go buy a buncha bunnies and let them lose in her backyard.

We have a neighbor just like that. We solved the problem by getting a restraining order. She is a bully and only stopped when the court made her. It helped that we taped some of her antics for the judge to see. I don't think he believed us about how bad it was until he saw the video

It would be REALLY unfortunate if her yard just started sprouting "Running Bamboo" all over her yard... Just make sure you build a concrete wall under the fence line.

Get your neighbor, Bill, involved. It will look even worse on her If both of yall have recordings. After both of you have enough evidence, 3-4 weeks, go legal with attorneys/police. Once she is stoped legally, have a weekend of fun. Spend your whole weekend doing stuff she hates. Get Bill involved as well.

Honestly.....id have left up the old fence. Most HOA's requires you to cut your property line, and must be able to access. As soon as that grass got waist high call HOA, and I bet they'd have come knocking real quick on her door. At that point it's her problem to get a 1' area between two fences cut ESPECIALLY if it's a drainage area. Sometimes you need to fight fire with fire.

I guess its because i am 33 and an a-hole, but i would love for one of my neighbors to try something like this. I live to see how big of an a-hole i can be and get away with it.

one of the problems with screwball neighbors is
the incidents creep up on you [ where you just did not record events etc for the police ] and so by the time this dawns on you....the missed opportunities are huge, and probably were enuf for court if only...
for me...
I have had to take one to court....then I walked out so as not to cave into consessions,
my lawyer said it was a brilliant move.
and now, I just ignore them as if they don't exist.
can't argue with a drunk or a communist
lifes too short for me to go on some kinda offensive
now that the case is over and she has nothing I'm aware of for her to build a case
I got things to do
I really do feel for ya
