There is a pretty nasty squall line about to sweep through the area. After that, I expect the riots to pick up.

Not true. Most of the food court (including the Chik-fil-a and Sbarro's) is gone. All that's left is that awesome soul food place.

Baton Rouge locals really don't care enough about the case to "riot"

The main issue last time was people coming from out of town to protest and even then, they were held in check by the police. There may be some protesting this weekend but at that point, locals won't care. You can't wait 3-4 days and then start a large protest, it just doesn't work like that
