100 percent agree. Officer was not in control. The other officer should have stepped in and taken control when his partner was giving idiotic contradictory commands.

The commands the cop gave were not clear and unambiguous. He tells him hands in the air, right? Then he says crawl toward me. When the dude starts crawling, the cop yells "hands in the air". How the F do you crawl with your hands in the air? Crawling is done on your hands and knees. Also how do you crawl when your legs are crossed?
Why didnt the other cop walk over and cuff that guy while he has his rifle trained on him?
Why didnt the cop use a fricking taser?
There are a million things that cop could've done differently in that situation. He didnt protect or serve. He wanted any excuse to fire his weapon and kill that guy.

There is a video of the shooting floating around somewhere. It was really bad. The cop was giving confusing commands. This was a bad shooting and that cop deserves to face serious criminal charges and obviously be stripped of his badge. I typically give police officers the benefit of the doubt, but this was just terrible. .
