And if there were on the ground he could also try to run, knock the cop down, etc.
It's not "unnecessary" risk. The officer is at risk the entire time he/she is detaining a criminal, whether on foot, on a horse, a bike, whatever.
You're simply trying to justify your opinion that the cop was wrong.

Look I am sorry, but I cannot help that you are too dense to understand that restraining the perp, then sitting him down and waiting for a squad car is safer for the officers and doesn’t cause the same PR shitstorm.
