Well after a quick Google search, they'll say Omaha. Damn near everyone of them would say omaha.
If by "intangibles" you mean shrimp poboys and Mardi gras, then forget it.
Both cities are comparable in size. There's plenty of shite to do in either one. The differences though in quality of life? Well....

Until 2005, Oral and Anal sex were illegal in Louisiana whether you were straight or gay. The law is STILL on the books but was ruled unconstitutional.

It has long since been ruined by people from Louisiana & Mississippi tourist. Yet, they'll still come, bitching about the traffic they've caused, the trash that they brought, and so on. There are only a few gems unknown to most tourists, but it is likely only a matter of time until that disappears too.

LA, MS, and AL are basically the same state with different accents and they seem to get progressively friendlier as you head west.
But the beaches get better as you head east.

Gonna hit your with a hard truth - none of Alabama, Louisiana, or Mississippi are “good” states when comparing common metrics which states are ranked on.
Being a Louisiana native, I understand the pride everyone there has in it and see how the culture is the appealing draw.
That’s it. Just like Alabama, most other metrics suck sadly and the state will always be corrupt as shite in a way that doesn’t allow it to get out of its own way.
Most of us that left moved for a reason or 10, and many are never going to move back. There’s plenty of options in the states, plenty, that are better than any of those 3. I would not choose any of them to spend my life, only to visit for family, friends and fun occasionally.
