They all consistently rank in the bottom 3 but occasionally change places. Louisiana has been holding down last for a few years.
My wife is from Alabama so I spend a lot of time in that state. It's got some good and bad like most places.
It's a better run state than Louisiana but that ain't saying much.

At one point a couple of years ago, our governor had just resigned because he was facing impeachment, our Speaker of the House had been removed for being convicted on ethics charges(on ethics laws he helped pass), and our Supreme Court Chief Justice(Roy Moore) had been removed from office for violating a court order.
And all that just scratches the surface. Not saying we're more corrupt, but we're definitely in the running.

This is the state that had to decide between Edwin Edwards and David Duke for governor when I was younger
